    Responsible for the managing of general payroll functions including the accurate completion, audit and reporting of payroll data including the G/L Balancing process. Works on problems of diverse scope where analysis of situations or data requires knowledge and experience to ensure compliance with tax and labor laws. Ensures payroll activities comply with all federal, state and local laws, rules and regulations. Responsible for internal and external payroll related reporting and administrations of all payroll related programs are completed accurately, within guidelines and in a timely manner. Provides supervision, directions, training and performance reviews of assigned staff. Development of policies and procedures related to the payroll functions to improve and increase the efficiency of the payroll function, as well as payroll sections budgeting. Assists HRIS with testing, upgrades or implementation. Acts as liaison with HRIS and IT regarding production issues. Manage the Payroll/HR Call Center. Serves as a back to Payroll Tax Accountant.

    • Plan, organize and oversee the performance of tasks necessary for the processing of all payroll cycles; assure the accuracy of payroll and that payroll timelines are met
    • Interpret federal and state laws related to payroll and are incompliance. Proper reporting of garnishments and various accounts with appropriate agencies and vendors
    • Prepare comprehensive federal and state quarterly returns and annual reports. Compile and organize payroll related data to prepare reports and summaries related to general accounting and budget reporting
    • Monitor, oversee software system changes and implementations to ensure accurate reporting of data using PeopleSoft, Oracle and Time and Attendance
    • Oversee and participate in the reconciliation of all individual earnings for W-2 reporting and functions associated with year end processes
    • Evaluate and train the performance of assigned staff; take initial disciplinary actions
    • Communicate with representatives from federal and state government agencies and financial institutions on behalf of payroll and making decisions and resolving complex issues
    • Work directly with all members of HR organization and Operations to promote a cohesive team
    • Work directly with all members of General Accounting to ensure proper and timely reporting of month end processes
    • Work with third party vendors related to new implementations, testing and communicating results



    • CPP required
    • Bachelor’s Degree, preferably in Accounting/Business Administration/Finance, or a combination of education and experience, in related fields
    • Minimum 3 years payroll experience in a multi-state payroll environment, including California in a mid size to large size company.
    • Exposure to several payroll systems, PeopleSoft required and third party vendors.
    • Extensive knowledge of labor laws and local, state, and federal regulatory and procedural requirements
    • Requires strong knowledge of G/L balancing process using Oracle Financials
    • Requires minimum 2 years Management/Supervisory Experience
    • Capable of managing and prioritizing projects effectively whilst maintaining a high level of confidentiality
    • Is responsive to company’s goal and competitive practices by improving efficiency and decreasing errors
    • Expert experience required using MS Office
